Abstract
Research and research culture have become strategic pillars in Ecuadorian higher education, yet their development remains uneven and shaped by institutional, financial, and training-related factors. This article brings together recent evidence on scientific output, the research competencies of faculty and students, models for institutionalizing formative research, and the effects of public policies on science, technology, and innovation. The analysis identifies growth in indexed publications, led by a select group of universities, alongside significant gaps in funding, infrastructure, methodological training, and engagement with society. The study concludes that the most visible effects of these policies are organizational and procedural, while their impacts on productivity, knowledge transfer, and territorial equity remain unequal. Finally, it proposes courses of action to foster a research culture that is relevant, sustainable, and socially responsible.
